PAC 14 offers open studio hours to Wicomico based non-profit organizations

The Offer:
To provide additional assistance to our local non-profit organizations and to promote greater utilization of Public Access Television, PAC 14 will provide free open studio hours. Qualified Wicomico based non-profits (excluding religious organization) may reserve studio time for the purpose of recording 15 or 30 minute video programs.

The concept:
Many local citizens and organizations utilize PAC services, however there are other non-profits who recognize the value of utilizing PAC 14 but simply are limited by staff and resources. In response to this need PAC 14 offers a plan which provides the technical assistance needed to produce a basic talk program. This offer will provide the non-profit with a finished basic program, however certain conditions apply to ensure we may accommodate up to 3 organizations per Friday.

Conditions: PAC 14 will allocate up to 3 two-hour studio blocks of time - limited to Fridays only - shows recorded without break shows will be completed in under two-hours  - talk format only. These rules will ensure we can accomplish the goal of 3 finished program per Friday.

In under two-hours, approximately one-hour for the non-profit staff, a 30-min show can be recorded, edited, and mastered for air. Each program is recorded directly into a computer editor – thus immediately upon the end of 15-30 minute recording PAC staff will immediately complete the editing process. It’s an amazingly quick turn-around time that requires the non-profit organizations to be prepared and ready to begin on arrival. Non-profits may utilize this offer as often as they wish. However, our desire is that the participating non-profit orgs will take over production of their show as soon as possible.

Production Requirements:
  1] PAC 14 will provide 3 - Free - 2-hour studio blocks to produce programs each Friday*.

  2] The NP org wishing to use these blocks must contact the PAC studio coordinator to schedule.
       NEW - As of June 2010 all first-time requests must be accompanied by a completed Request For Coverage Form.

  3] PAC 14 staff will provide all technical assistance.

  4] The NP org must arrive on scheduled day/time and begin within 15-min of arrival.

  5] Only 1 host and 1 guest may participate on set during the taping of each episode.

  6] The program must be recorded non-stop in either 15 or 30 minute lengths (IE: no editing).

  7] PAC 14 will add ‘only’ basic identifying text**.

  8] PAC 14 will utilize a generic ‘PAC 14 studio production’ open/close with each program.

  9] These programs will be solely talk-based programs and televised exclusively on PAC 14.

10] PAC 14 requests that participating organizations, their guests and members, become PAC 14 members ,
      and, that they attend a PAC 14 qualifying workshops to establish themselves as local producers.

Requirements - time and materials:
> The estimated total time host and guest would be in studio is 30-45 minutes.
> The estimated PAC staff edit time is 15 minutes.
> The estimated dub to master tape time is 15-30 minutes depending on the length of the program.
> The programs will air only on PAC 14.

* The NP org may shoot more than 1 program in each studio block. However, the programs must be completed and mastered before the end of each 2-hr block in order to allow prep time for the next studio session. You may not reserve 2 consecutive blocks. Offer excludes holidays – PAC reserves the right to reschedule as needed.

** The NP org may use digital images or Power Point slides within their programs – however –
1) the images must be provided to PAC 14 on CD/Disk
2) the images on the disk must be placed ‘in the order’ of which they’ll appear within the program
3) the images must be ‘full screen’ [fill the screen]
4) if using Power Point the images may not be saved as a ‘slide show’
5) the disk must be provided to PAC 14 before Noon on Thursday prior to the shoot.

If the NP org wishes to do additional editing on the program they may do so using their staff and time on a PAC producer editor. To save computer hard drive space the raw and master footage will be removed from the non-linear editor each Monday after the studio session. The master tape will be retained by PAC 14 for one-week after which it may be picked up. If the org wishes to have copies of the program, PAC will provide copies, however dub charges will apply. Those charges are available on the PAC 14 website.

While not required, PAC 14 does highly recommend that each non-profit organization using the Free Friday service budget approx $250 dollars to produce a 3’x4’ graphic ‘background’ specific to your show. This image may include your logo or other identifying images. Production time for backgrounds is 1-2 weeks.
